もう 20.04 への更新の時期であるが、ちょっとはまったので メモ

PHP7.2 へ更新された際に、/etc/apache2/mods-enabled/php7.2.conf の 最終部 

# Running PHP scripts in user directories is disabled by default
# 
# To re-enable PHP in user directories comment the following lines
# (from  to .) Do NOT set it to On as it
# prevents .htaccess files from disabling it.

    
        php_admin_flag engine Off
に注意。コメントアウトしないと ~ユーザ/public_html/ で動かない。 （Wordpress とかが）
